I called a Motorola service center about the hardware and software required to program the GM300, and was that ever an exercise in sticker shock!!!
Do these ribless programming cables you see on eBay really work?

This has been discussed numerous times. A good RIB and cables and a slow DOS computer are essential for the older radios unless you want to turn it into a brick.
If you are thinking about making the significant investement required to program these radios I suggest you carefully read this page on Batlabs:

For a one time set up of one or two radios for a repeater system, you will save a lot of time and grief by just taking the radio to a shop to be programmed.
