DCS/CTCSS Rapid Decode

i am thinking about getting a new scanner and wanted to know when they talk about dcs/ctcss is this what is used to get pl codes?

If you want a base/mobile, I just bought a Uniden Bearcat BCD996T and it is almost instantaneous on BOTH PL AND DPL. I have read that the BCD396T (portable) is similarly very fast.
