I received a D44 C7 Spectra, but it does not appear to be Zone capable.
Am I correct in assuming that Zone Capability is a function of the MLM board only and cannot be created or restored in the RSS?
It's been a while since I had this concern. I had always felt that the newer version MLM's were mostly Zone Capable.
One other matter: I've bought used MLM boards in the past, but the RSS won't accept them since they've already been installed. Is there a way to reinstall used good condition MLM boards ?

This is an accurate statement. Zoned operation is only supported with firmware versions 6.00 and up. For conventional RSSI operation, you need 6.15 or later.
The last known firmware release for analog Spectras was 6.16.
Yes, but it requires bit-banging of both the command board and MLM. This is a tricky operation, requiring special software, and is not something I'd recommend for the faint-of-heart.
