ASTRO TRS programming question...

Let me start by saying that I am NOT trying to use a system key improperly or access a TRS without authorization. I am a user of the state system and have a question about changing talkgroups assgignments (organization in the radio...)

Do I have to have a system key loaded in the ASTRO CPS to make changes to the "talkgroup assignment to zone" set up? And can I add talkgroups to a new zone in the radio also without the system key being loaded?

We are using XTL5000 and XTS5000 7/800 radios on a SmartZone Omnilink 9600 all-digital system.
