Midian TVS-2 encryption with HT1250/1550 EX600

I am setting up a radio system with Midian encryption. I have installed Midian TVS-2 chips in HT1250, HT1550XLS, and had Midian install TVS-2 chips in EX600XLS radios. Simplex, all of the radios talk to each other great. However, I have a second channel that is semi-duplex repeater with a JPS compariter, with three receiver sites. We have enabled COR lock on the JPS so that it doesn't switch receivers mid-transmission. With the help of a professional radio technician, we have installed the TVS-2 in the tone controller for the Kenwood repeater. Unfortunately, we are only seeing about a 50% sucess rate in received audio through the voted system. This is both at base and with other field units. I think the sync bit is getting stripped off intermittantly at the voter. Has anyone else ever tried this type of setup before on a voted system? We have disabled the notch filters on the voter, but still no sucess. I just can't figure out why it works 50% of the time. The audio sometimes comes across scrambled at first and then straightens out. It also will come across decoded at first and then go scrambled. I am pulling my hair out with this thing. Sorry for the long post, but given the problem, I think the details are needed. Any suggestions are appreciated.
