You can do this by ordering the Quantar with the optional Station Access Module. If you already have a station, the module can be ordered as a part and field installed. This is what the Quantar planner has to say:
• Repeater Access (X932) = Equips the station with a station access module (SAM) that fits within the card cage. Provides the capability for repeater access and repeater set-up and knockdown via MDC, DTMF, Single Tone, or Select V signalling. Separate Radio Service Software (RVN4110) is required
to program the Repeater Access Module.

1750 Hz Single Tone Decoder
There could an alternative choice to the Quantar's X932 Hardware SAM and RSS RVN4110. We're talking well over $1000.00 DNUP for the SAM and RSS alone.
If you're intending to only activate the Quantar's Repeat function using a 1750 Hz Single Tone Decoder (European Standard) then I suggest viewing the following web link:

If you decide to use this product, then you must program your Quantar Base Station F2 Hardware Parameter Screen under the Wildcard Parameter for Enhanced and Write the programming into the station's software to Save.
I think in the Quantar's normal software fields, Wildcard is F9 and you'll be required to Script 1 or 2 Tables to activate the External Single Tone Burst Decoder DC Logic Low signaling into the station.
On the rear of the Quantar there's J17 System 50-Pin TELCO Connector. You will be required to purchase a 50-Pin TELCO Plug and wire the following pin connections.
Pin # 32 is Ground
Pin # 33 is +14.2V DC
Pin # 15 is AUX IN 5 (Duplex Enable)
Pin # 37 is AUX 2 OUT (Can be programmed in Wildcard for the Discriminator Audio Output) to the External 1750 Hz Single Tone Burst Decoder.
