GM 338 base station

hi guys...
I have GM 338 mobile radio with a good power supply.When it transmits,most of the GP 328 walkie talkie's receive intermittent transmission.The coverage distance is less than 2 KM.Is there anyway I can enhance the performance of this GM 338 radio in the software configuration?
I have checked power supply is ok and tested GM 338 using communication analyzer.Transmit power output is 38W.

What are you using for an antenna?
How high is it?
What type of cable are you using from
the radio to the antenna?
