Radio station for high school

The local high school is looking to implement a radio station over it's campus. It will need to cover a 1/2 mile radius. We have a water tower and many high buildings on campus. What will I need? and what is the approx cost?

Are you talking about a FM station, or a two-way radio station/base station?
Lowband radio. The original and non-complicated wide area interoperable communications system

am/fm, preferably fm.

If you are going to post questions here - you need to at least be in the ball park with respect to what's considered on topic....
