Yes they do QCII format. They will interface into most Motorola mobile/base radios.

The 100 has talk delay time for the voice part of the page, sorta 'hands free'.

I have one of those old things in a junk box, the only thing i didn't like about them is that they would only do one group and it was hard programmed into the IC of the encoder. Mine was programmed for Motorola Group 2 so anything outside that group couldn't be done. Hence why you have to only enter 2 digits when you page.

You have the Moden 100. There is a look-alike version called the Moden 36 that further divided those tones into UPPER and LOWER for each tone group. I had a 3 UPPER Moden 36 that did half of the Group 3 tone block. The biggest problem with either the Moden 100 or Moden 36 is they aren't robust enough to handle most paging applications today. They were designed for self-dispatched fire and EMS agencies and very small businesses that only needed a handful of paging tones, and you almost needed to install them as part of a new system so you could coordinate all the paging tones into one group.

My two bits worth:
The blank fusible PROM has not been available from Harris for the last 15 years or so.
I built a programmer from the Harris application notes, decoded the truth table for setting the programmer.
The MODAX 100 dial up terminal uses the same PROMS.
The MODEN 36 & 100 use random logic. This is pre micro processor technology.
An excellent mock up for learning basic TTL logic.
Counters, shift registers. BCD-7 segment decoder.
Audio synthesizer phase lock loop.
Big discrete parts, easy to understand.
I built the programmer because Motorola insisted that we purchase the entire 4 chip MODEN 100 prom kit to replace only one bad PROM. Many hundreds of dollars and we are a Motorola company shop.
I requested a spec sheet on the PROM, found that it is easy to program.
When parts discovered that it is possible to home brew code plugs the price came down.
