Will a UHF R1 Quantar make the UHF Ham Band?

Will a UHF R1 Quantar make the UHF Ham Band?

As the topic says, can a UHF Range 1 Quantar be made to operate in the 440-450MHz ham band with at least decent sensitivity?

Did anybody ever confirm the actual definitive answer to this question? (I'm asking this 5 years later...)
