Can a MCS2000 with flashcode h38 Smartzone be used on a Smartnet system?
Our county uses Motorola type IIi Simulcast with Smartnet.
The radio has the following info: MODEL M01HX+834W, ID M01UJN6PW6AN, CODE 0000800000002
I am a reserve officer who must purchase my own equipment and then take it to the county radio shop for programming.
I called the radio shop and they seemed a little unsure of my question partly because all they deal with are radios flashed for
Smartnet.
Any comments and tips appreciated!

Yes it will be able to do smartnet. Just like any digital radio will also do analog. I hope this helps

Agree. For each "system," set "coverage type" to "none." The radio will limit control channels to 4 (the SmartNet max) and otherwise program just like a radio that is limited to the SmartNet II feature set.
