My first aid squad has a CDM1225 radio in our ambulance garage with a circuit hooked up for external speakers (with their own volume control knobs) inside the squad building. The jumper is installed for passing audio to the front speaker as well.
My question is this: Is there a setting in the RSS that allows the external speaker circuit to be set to a predetermined volume (allowing the speakers inside to be adjusted only by their individual volume controls) leaving the front panel speaker to be adjusted by the radio's volume knob?

NO..
If you want to have the "house" speakers to be independant of the radio's volume control you need to use a PA amp to feed the "house " speakers.
Use pin 11 on the accy conector thru a isolation transformer into the AUX input LINE level input on the PA amp. Some programming of pin 11 is needed to bring Muted Deemph. RX audio out.
Also putting a 4 to 16 ohm resistor in series with one side of the INTERNAL speaker will help to lower the volume of the internal speaker, and still have enough volume for the external " house" speakers
A nail in the volume control will help too!!!!!!!
