Moto DPL compatibility

I service a school bus system on 46mhz that uses DPL. They just installed a new Kenwood radio and it is only working at very short ranges (both tx/rx). Tx out is 100watts, on freq. The only other thing I can think of is the DPL is not properly decoding/encoding.
Any thoughts would be appreciated.

I would think that if it's receiving, that it's not a problem with the DPL. It might be an antenna/coax issue, but that's just my guess.
