XTS2500 Private Call/Phone DENIED message

I just started programing my departments' XTS2500's, and, we were trying to get "private call" and the "phone" options - but... i get the message "DENIED" when I push the PTT...
Being new to this... I have no idea what this error means? It is a software enablement/feature issue on the radio, or, is it something that the system manager needs to enable?
Thanks.

Yes it needs to be turned on for each individual user in the system.

System administrator needs to turn it on, either per radio or per groups of radio's.

Assuming this refers to a trunked system, I concur with foregoing responses.

Yes, unlike call alerting, private calling requires enabling at the system end of things. This is because it should only be used sparingly, as a single private call ties up a repeater for the duration of the call, which could otherwise be used much more effectively as a shared trunked repeater. Most private system admins would be very choosy about who gets it enabled or not. Public systems charge extra per month if you want the capability.

Actually I can turn off call-alert for an individual user as well. Don't use it much as the dispatchers use it a lot as well as the fire dept's to wake up the ER's, so everyone does get the capability when programmed into the system.
CA also doesn't use up a channel resource and is transmitted on the CC, but I'm sure you already knew that.

You are correct, but I believe the 'default' state for allowing call alert for users is 'enabled', so I tend not to think of it as requiring action at the system end.
