UK astro sabers

Hi all,imbased in the uk and have just recieved 5 ex police brand new astro sabers 3 uhf 2 vhf with dvi modules fitted,flashcode 000000100000009 i only bought these as i was after secure or semi secure radios,now these devils have not had any keys loaded onto the modules,my questions are,A is there anyone in the uk that can do this? B will i need to buy new modules and what would i need to look for.C are they usless,. It looks like im going to have to sell them on as i only wanted a pair of radios for personal use that i wouldnt get the casual scannerist listening in. cheers for reading. ian
