Canadian lo band license ???

Hello :
Ok - Looking for info on a Canadian license for a lo band simplex base station with portables on the ground.
I have chatted with the out post owner/operator about putting up a lo band station at his location with him the licensee owner for that freq and site.
But id like to know if in quebec i could get him on a freq in the 35 mhz area by chance ?
Any canadian techs up north with answers ?
He is at a out post located close to 50 miles from any major cities.
Is there a canadian freq band plan i could look at on the webb ?
