ex600 xls programming issues

Hello all,
I am trying to program a ex600 xls with a buddy's hardware and software for him. He is using a laptop with a ribless usb cable. When I try and read the radio, I get a message that says unsupported model and application does not support reading this file. So I tried to write it with his current codeplug and get 80040154: couldn't create instance on device after getting UUID. Not exactly sure what that means since I am fairly new to this game. I thought it was the wrong version of the software or wrong country. All of that seems correct. I have also confirmed that it is the correct com port. Below is the particulars

The problem is the firmware is 5.13.04. I know that CPS 6.10 will support this firmware and maybe CPS 6.09.06 I'm not sure where the cut off is. When I had 5.12.02 firmware in my radios I could still read them with CPS 6.05 that was in my old laptop but the FW 5.13.04 and above cuts out all the old CPS. I have CPS 6.10 and my radios are updated to 5.13.09 FW.
