Do you have soft ID checked/active?
What about digital ID as a firmware option?
I assume you do since you can decode, albeit, partially.
What are your squelch settings like for 12.5, 20/25 Khz.?
Are they rather 'tight' or fairly loose so a good signal opens the receiver instead of a brute force, -60 dBm signal?
IE...Weak over strong signals...
It may be fading or shadow areas your radio is in at that time when the ID is being received, and that can cause 'falsing' or no decoding to occur as the data string is only partial and can not be decoded due that alone.
Just a thought......
