I just picked up a JT1000.

Yes, I have already read the model specific info on here.

My Question is, do I need the key to peform the government mod? Or can the radio be read without it and hex edited?

No, you don't need the hardware key to read the JT.

It was a funny story that was posted here long ago, "on this secret goverment mod. where you don't need a program key anymore", and can still use a spk. mic.

I think he's referring to the codeplug edit that bypasses any checks for the hardware key(which, as you said Jim, has only a diode in it).

Yes, you really need to dumb it down for me to understand it.

Specifically what I need to click on and type in hex workshop.

no you do not need the key to read the radio. The key covers the accy port that you have to use in order to read the codeplug.
