My two bits worth:
Kauai county has such a system.
5 channel, 5 site simulcast with rubidium standards, MSF5000 stations.
It is maintained by PWC. (Pacific Wireless)
I installed it in '95, my last Motorola project before I "retired".
Aloha, Bernie
