XTS3000 Model III - Wont vote/scan

Good day fellow batlabbers,

I have an XTS3000 Model III that has been programmed up with conventional channels, some of which are set up to vote/scan but after programming and turning the radio back on, the radio does not vote the selected channels that are assigned to scan list 2. I have double checked, triple checked my programming settings in the codeplug but to no avail. Even if I manually press the Scan button, it just gives me a low (unprogrammed tone). I have even dumped the codeplug into another XTS3000 and that radio votes perfectly with no problems.

Before anyone asks, yes the radio is flashed "Q387 Conventional voting scan"

Anyone have any thoughts on what may be the problem regarding this particular radio not 'Voting' please feel free to provide assistance.
