Can a agency load an additional set of keys in a radio that will make it unmonitorable from a talkgroup on a dispatch console?
Basically the radio is set up the same talkgroup twice in the radio with a different ADP key that only certain radios will have?

I think that the answer has to be yes.
It is possible to program the channel selector so that the talk-group number is the same on all of them but the other parameters are different, in particular which key is used.
If the terminal has more than one key, then the keys can be mapped to talk-groups in any way that you want and the keys present in the dispatch console are entirely distinct.
It just seems like a really odd thing to want to do given that the dispatcher controls the channel and needs situational awareness of the group.
NB. It is typically not possible to hide the caller ID when using encryption so it depends on the dispatch console manufacturer whether the caller ID is presented when the console cannot unsquelch because it lacks the key (Most consoles present caller ID only when they unsquelch on decrypted audio but there is nothing in any spec that I have seen that requires this behavior). I haven't come across a P25 terminal which encrypts the caller ID.

This talkgroup is not a main talkgroup such as the dispatcher needs to monitor it. However it is availble for them to monitor.

It is possible , but unless you want to have an error tone on the console, no you cant.
When the radios use the 2nd keyset the console doesnt have, it will show a "audio resource not available" and bonk *each* time the radios use the other keyset an show a red X (and annoy your console operators to death)
Your best bet is to use another TG that does not appear on the console.
