SP21 Programming

Hello!

I am trying to program a SP21 but it's only letting my choose from 10 different frequencies rather than 35 with the other SP21's that I have. Is there a trick or is this a 10-frequency model?

VHF. Confirmed also frequencies that it is able to transmit on. 151.625, 151.955, 154.570, 154.600, 151.700 and then goes up to about 151.800-ish for the remaining 4 frequencies but will not go past the 10th frequency, it just cycles back to the 1st one of 151.625.

Seems like Motorola sold some radios to catalog dealers and the radios were labeled SPIRIT and they had limited frequencies and options.
