Unable to Read an HT1250 with Cps

I am trying to read a HT1250 With no luck. The Cps I'm using is Version # R06.10.02. The radio is a HT1250 Mod 2 uhf. I think the firmware of the radio is R05.14.00. I keep getting this message 80040154:Couldn't createInstance on the device after getting UUID. Anybody know what this means. The rib and cable read and write all other ht1250 i am updating.
