Help in locating FCC Rulings

I trying to find the FCC Ruling that describes the right of a commerce radio license holder, such as a fire department, that gives them permission to grant in writing, to an individual the right to transmit and receive on there assigned/licensed frequencies.

I need a copy of the ruling and its corresponding reffrence and section numbers. Can any one help?

And specifically, "(b) Any person, with the consent or authorization of the licensee, may employ
stations in this service for the purpose of telecommunications."
