Help in locating FCC Rulings

I trying to find the FCC Ruling that describes the right of a commerce radio license holder, such as a fire department, that gives them permission to grant in writing, to an individual the right to transmit and receive on there assigned/licensed frequencies.

I need a copy of the ruling and its corresponding reffrence and section numbers. Can any one help?

To add, I would make that consent or authorization in written form with the right to withdraw at any time.
Cause Motorola said so that's why
