Look towards the kenwood line for nice features like that. 160ch or 200ch that can scan all the channels if you want.
I thinkl though if you need a /\/\ handheld I think you may have to go with a HT1550.

Vertex VX900.
Up to 20 zones.
Up to 512 channels.
More than 16 channels per zone, if you need it set
up that way, but then you have to scroll through the
zone via a button switch rather than the top rotary
switch which has 16 positions, which in turn means
you have a max of 16 zones and not 20.
The VX900 scans either one zone or all zones, and
does not have mixed scan lists like a Saber.
