Can a saber III scan on all freqs?

The AS, like all /\/\'s, is not a ham radio therefore it doesn't do "VFO scan". It will only scan the user-created scan list(s) of actual channels.
1 Scan list = 16 channels
You can either have a "radio-wide" scan list by creating one scan list, and assigning that list to all zones...or you can have a "Zone-slaved" scan list for each radio by creating a separate scan list for each zone.
As mentioned before, only one 1 scan list can be scanned at one time. If you are using the AS in a busy area, use a zone-slaved scan setup. If you only need to scan a few channels spread out thru the radio, use a radio-wide scan list.
