XPR4350 Quik-Call II Problem

I have several channels set for NOAA Weather Radio. I program them for Quik-Call II, A-B, Long B, with both A and B set for 1050 Hz. This has always worked on Maxtracs, and I dont include them on any scan lists. In the zone programming, RX is set for CSQ and Quik-Call II Signaling System. If I put the radio on one of these channels and leave scan off the radio unmutes anyway. I can’t figure out why the radio won’t stat silent unless it receives a weather alert. I’m using CPS R16 to program the radio. Can anyone tell me why the radio is doing this?
