Is flashcode 540001-000000-4 an OTAR flash code? If so, where are the OTAR settings?

Your codeplug does not have the OTAR flash installed. Looks like a standard APCO flash.

Is the otar in the flashcode or secure-mod?
This radio is DES-XL, but I do not know the part # on the secure mod.

OTAR is a feature of the Flashcode rather than the securemod.

Can I talk some one into sending me a code plug for the above radio
that will give me the same features + OTAR and any other toys that might be cool.

I think I have one, but I would really need to know why first, since OTAR is a very seldom used option that only the big boys have. Other than that, its just a useless option since you options are: On, off. That's it. In addition to that, unless you radio is listed at the site controller, its not going to rekey anyways.
