That radio will not encode 2-tone from programming, only decode, just like the pagers.
U need an external encoder.

The high signaling Maxtrac WILL encode QCII two-tone. (You must have the 16 pin logic board). I think you set up a signaling system first (F7) then set up the call list (F9)....Use a display name higher than your highest ch so you can differentiate it when you hit select,,it will flash also, then key up! ......

Did you get it programmed in both places OK?
Then when you are on the channel you want (can't be in scan talkback), hit the select button (bottom right) and transmit.

From the main menu, hit F4,F2,F2 (CHANGE/VIEW,RADIO WIDE,MORE RADIO WIDE) I have mine set to Y,N,N but you can play with those settings......

I tried to get this programmed into my radio, but with no luck. When I hit Select, the display switches to "HL". Any idea what that means?

HL means Horn/Lights. Turns on the output when you get a call....
Did you set up a F9/call list? Did you set the "more radio wide" options to Y,N,N??
Maybe you have to set HL to off in the signaling system...The help is not very good on this, you have to play.....
