MTS2000 CPS win98

MTS2000 CPS win98

Has anyone had luck installing the latest MTS2000 CPS version 02.03.00 on a win98se computer? I'm getting an error "the installation requires windows installer 2.0" (I have already installed windows installer 2.0)

My radio has the newest firmware 8.73 and was last programmed with CPS version 02.03.00, so I don't have the option of using an older CPS version.
