Not to start a flame war....but.....
Most radio's coming from parts or from the dealer or depot will come programmed with the lasted RSS/CPS. Its just a fact of life. I did legally own V8.0 RSS when the subscrption ran out. Like you, I didn't want to drop another 300 for software. Some hardware from the warehouse may require a higher software version.
When one of my radio's went to the depot a few months ago, I politely wrote please don't use anything higher than 8.0. It came back written with 9.5. They HAVE to use the most recent software version.
Remember, updated software comes out for two main reasons: 1-New features, and 2-Fix problems.
Yeah, its sucks, but either drop 300 to M, or find a shop that will do it cheap. IF you are nice enough, they may let you program your own radio at their computer. At least if you drop the $$$ to M, you will have two years of software updates.
