Saber 1 Problem

I have a saber 1 UHF clear 403-433 split with the following problem. ( I will try to describe the problem the best I can)

When Programmed with a codeplug in what I think is the correct band split the radio plays a comstant tone while tring to transmit. The mute button works fine.

One strange thing I noticed was If I hold down the mute key and turn the ch knob the constant mute is broken for every step the ch dial moves except from ch pos 1 to 2 to 3, pos 4 to 3 is deos it. ( hope You know what I mean here)

I know all the modules are ok in the radio as I took them out and put them In my saber
3 and reprogrammed it and the rario worked.

I know the chassis is ok cos I bult my saber 3 into it. so this leavs me with the impresion that the mainboard is at fault.
