You know, I wouldn't mind dishing out the $700 for the scanner and card, but it would be a shame to purchase these expensive pieces just to find out that the system you want to monitor is encrypted and there is no way around it.
You won't know if the system is encrypted or not until you get a digital scanner. The system I hope to be able to monitor, may just be encrypted. What sucks is the shop that programmed some of the cop radios won't tell me straight out whether they are encrypted or not!
We wait for years for a digital scanner so that we can monitor transmissions that we haven't been able to with analog equipment. The only thing law enforcement has to do to block us out again is to encrypt! But, does encryption of a digital signal carry the same consequences of analog encryption (poor audio)?

i live in so. cal. and know of at least one agency that uses astro sabers with otar-desxl
encrypt. and when in secure mode you almost cant tell the diffrence. some times the sigl. will scramble like a nextel, or the audio will sound a little muddy , but compared to des on a saber 1 ......its like talking in the clear. and all you get on the scanner is white noise with a tone on the end.
