Interference on 155.700MHz

Anyone familiar with this frequency and possibly it's use in Ohio or Michigan, maybe Cincinnatti PD?. We have a repeater that has been receiving interference (with correct pl!) for years, on and off. Sounds like surveillance or stake-out operation.

If it is stakeout/surveillance might be impossible to find the user as law enforcement entities are entitled to un-licensed low power operation for such purposes. If this is the case it would be nice if such operation was being carried out more responsibly but whatcha going to do ?
