I've never seen one or even heard of one that wasn't a secure capable unit. Understandable, given that ALL of their primary users (federal agencies) require encryption capability, and designing and producing a ruggedized non-secure housing option would have been expensive and probably unprofitable.

There were a bunch of sabers-r (grammar?) that hit the market last month that had no secure/clear switch on them. They were an sp version for a fire dept who wanted rudggedized radios but didn't want the secure switch to interfere with emergency comms. They were set with clear tx only in the features with bypass modules. I got a few. Easiest way to tell this bunch was the low profile knob on the volume knob, standard knob on the ch select and an unpunctured escutcheon where the clear/secure sw. would be. In all other respects they were secure capable.
