I'm having some trouble. My XTS3000, Flashed 1000040000004 supports trunking and ASTRO/IMBE digital, but does not support 9.6kb channels for some reason. I guess this leaves me with 2 questions.
What feature set must I have to get functionality of the 9.6kb control channel?
Second, and the original problem bringing up this question, I am trying to monitor the Michigan State Police's System conventionally. They're all digital and have the 9.6k control channel. I've done the digital CSQ thing, the individual frequencies have been set RX as both 'mixed mode' and 'ASTRO' in the RSS with no results. I, for some reason, cannot get it to scan like a conventional scanner this way. I can only hear the traffic after depressing the monitor/squelch break key, then, the activity comes up. It is almost as if the radio has a PL set on it and I cannot disable it.
Any hints?

You have to have the actual APCO-25 Trunking option in the flashcode. It doesn't look like you do but I didn't decode the code. Having IMBE support just means you can decode the voice channels. To get the trunking feature you would have to flash upgrade the radio which would be mucho bucks. I've seen it hack added and I didn't like the way it looked.
And in DCSQ it should work. With that mode it ignores the bits that define the type of call. I'd recommend rechecking your programming. Especially if you can hit monitor as monitor is about the same thing as DCSQ. I'm not sure about actually operating in APCO-25 trunked mode for receiver purposes. I'm not familiar with doing it but it would be tricky.

I am still unable to properly receive things on it, I still don't know why. I'm in 'digital csq' mode, C4FM, Astro only receive.
It still only receives in monitor mode. 'Silent Monitor' works nicely, but does not allow me to scan. Why can't it be more like my GP300?
Can someone have time to view my codeplug and see if it matches something that they've gotten to work?
