The main purpose of the monitor button is to momentarily disable the coded squelch (PL or DPL) so you can hear if there is activity on the channel. It may also open the squelch so noise is heard in carrier squelch mode.

Oh ok, I dont have any PL's on my radio so I guess its useless to me for now. Does this go for the same when the mic is off the clip?

Yes, a brief push of the monitor button is the same as the mic "off hook" monitor. If you hold the monitor button in for 2 seconds, it should open the carrier squelch and you hear background noise.

Just to make sure I understand correctly. When the monitor is on, the PL is disabled correct?

That is corect. "Monitor" put the receiver in carrier squelch mode so you hear all traffic on the channel. In does not affect the transmitter PL/DPL.
