Ok, I have a newbie question that im sure is pretty simple. I have a maxtrac, what does the monitor feature do? When I push monitor and the light comes on what is my radio doing?

Im sure most of you are rolling your eyes, lol, sorry im new
The main purpose of the monitor button is to momentarily disable the coded squelch (PL or DPL) so you can hear if there is activity on the channel. It may also open the squelch so noise is heard in carrier squelch mode.
Yes, a brief push of the monitor button is the same as the mic "off hook" monitor. If you hold the monitor button in for 2 seconds, it should open the carrier squelch and you hear background noise.
