MSF5000 Fan Panel

Just purchased a MSF5000 for ham radio use. It came with a 3 fan panel. Only the middle fan works, can some body tell me if all three should run, I thought maybe the other two are thermostatically controlled. Also how the heck do your open the fan panel to replace a fan.

Yes, all three should/could run. However it's usually an overkill. Many people disconnect one or two and keep them around for spares when the remaining one dies.

The fan trays came in 12VDC and 120/240VAC varieties.

Either there are screws (probably Torx), or the case halves just snap or slide together.
