Folks - I went from RSS 9.x to CPS3.0 and everything seemed fine until I tried to modify some trunking personalities in several AS's and XTS3K's, closer inspection revealed that CPS says "missing or invalid system key".
Fine, all my keys are exactly those that I hauled over from the RSS setup, and they worked fine there. If I take any key which is in the CPS key dir (CPS is set to point to the key file dir correctly) and fire up RSS, no problem.
I have not blown a codeplug in to any units as there's no going back from CPS once done, but really.. I talked with MOT support and they said the sysXXXX.key file format had not changed between RSS and CPS.
Tried importing using Import->... same thing.
Anyone else seen this deviant behavior ? I guess it's another reason to stay with RSS, of course _after_ I spent $379 with Auntie M.
CPS 3.0 System Key changes ?

No CPS system key issues here, in any of them (Astro/Spectra/XTS2500/5000/MCS/MTS/MTX850). Motorola is correct in stating the system key format is unchanged. Not that it helps you, but that's the first I've heard of that issue.

fixed it
Interesting. Pulled another codeplug from another XTS and CPS was happy, system keys work fine in terms of programming, did this with several other units.
Hmm, so it seems that CPS, when disassembling the codeplug from the XTS in question, silently determined that there was a problem with the image and therefore would not load a system key for this image. Rather than give a more direct error message about a problem with the image, it instead refused to swallow a system key against this image. Subtle but frustrating, as the radio operates with no error codes or bugs.
