The full-size Quantar maintenance manual has a whole chapter on this subject. In general (and from memory), you have to make some electrical connections and you need to do some wildcard programming to set up the required audio paths at start up. (Don't forget to specify both cold and warm starts.)

Answer to the question is yes, if the question is can I program a multi-channel Quantar with one or more talk capable channels and one or more RXO channels. Bear in mind you will need some mode of changing channels, which in a Quantar is doable but not simple.

No. A Quantar that is Astro-capable will pass the digital voice bits "as is." ADP hashes the bits in the transmitting subscriber and then un-hashes them in the receiving subscriber.

My guess is that there are two possibilities: with a SQM schematic and a meter and 45 minutes of time, you could find and repair what is wrong with that SQM -- or you could spend a lifetime and never find it. So stop after 45 minutes.
